Under Indian law, games of chance are generally treated differently from games that courts have recognised as requiring skill. The Supreme Court has previously held that certain card games, including Rummy, involve memory, strategy, and decision-making rather than pure luck, a classification that has shaped how these games are regulated compared to games where the outcome is determined entirely by random chance.

This distinction is significant because it affects whether and how a game can legally operate in a given state. However, the legal landscape is not static. The classification of a game as skill-based at a national level does not automatically guarantee uniform treatment in every state.
